Outcomes:
Draw - Full return in the event that actually happened. (e.g. the wager is returned in an Asian handicap bet)
Void - bet where the wager is returned. There are plenty of reasons why bets are voided, for instance if a match was cancelled, a player did not play etc. A void bet should not be confused with draw (event result = @1) in Asian handicap bets even if both terms result in the same thing, the return of the wager.

1/2 Lost - Half the wager is a losing bet and half is a push in an Asian handicap bet.
It will be the first place decider. Of course, it means that Uruguay has to win if they want to get the first place because Chile has 6 points, whereas they have 4.
Given how easy Chile has managed to beat Japan, and Uruguay drew with Japan, it points towards an advantage for Chile. It is a bit surprising to see such odds, but that is how the bookies believe.
The history shows that Chile has the advantage, though the last time these two met was in 2016.
The resurgence of Alexis Sanchez could be the deciding factor, and it would seem that Chile has looked better overall throughout the tournament.
